சுற்றுலா நுழைவு அனுமதி இல் வந்த அமெரிக்காவைச் சேர்ந்த அலெக்ஸ் நற்செய்திப் பெருவிழாவில் பேச்சாளராவது சுற்றுலா நுழைவு விதிகளுக்கு முரணானவை 

இதை காவல்துறையிடம் நீங்கள் முறையிடலாம்

ஏற்கனவே மோகன் லாசரஸ் என்பவர் இவ்வாறு தமிழகத்தில் இருந்து வந்து பேச முயன்ற போது நான் காவல்துறைக்கு கடிதம் கொடுத்து அவர் பேச விடாது தடுத்தேன் 

அதற்கான கடிதத்தை தயாரித்து தருவது என்னுடைய பணி 

வந்தால் தருகிறேன்

1 கொக்குவில் தொழில் நுட்பக் கல்லூரி அரசு நிர்வாகத்தில் வரும் எந்த துறையின் கீழ் வருவது என அறிந்து அந்தத் துறை தலைவரை யாழ்ப்பாணத்தில் சந்தித்து முறையீடு கொடுக்க வேண்டும் 

அந்த முறையீடு யாருக்கு இருக்க வேண்டும் என்பதை உடனடியாககா கண்டுபிடித்துத் தருக

ஜெபக்கூட்ட பிரசாரத்துக்காக நுழைவு உரிமங்கள் எவருக்கும் வழங்கப்படுவதில்லை 

சுற்றுலா நுழைவு உரிமத்தில் வந்தவர் ஜெப செய்தி கூட்டத்தில் பேச முடியாது என்பதை ஏற்கனவே நான் காவல்துறையில் முறையிட்டு (தமிழ்நாட்டில் இருந்து வந்த மோகன் லாசரஸ்) அவர் பேச்சை தடுத்திருக்கிறேன்.

யார் காவல் துறையில் போய் நேரடியாக முறையிட்டு பேச இருக்கிறார்களோ அவர் பெயரில் நான் கடிதத்தை எழுதித் தரத் தயாராக இருக்கிறேன்

Dear sir / madam,

We wish bring to your kind notice of a situation developing in Jaffna which will create a bad law and order situation towards disturbing the peace, tranquility and inter faith relationships. Please see copy of poster below.

The proposed Christian missionary conversion-oriented meetings scheduled for 26th and 27th September 2022, at the Jaffna Technical College Campus, Kokuvil. Jaffna Technical College is a government managed institution. It cannot be used to violate the laws of this land.

The meeting violates Section 3 of the ICCPR Act of 2007 which says: 

(1) No person shall propagate war or advocate national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence.

(2) Every person who— (a) attempts to commit; (b) aids or abets in the commission of; or (c) threatens to commit, an offence referred to in subsection (1), shall be guilty of an offence under this Act. 

(3) A person found guilty of committing an offence under subsection (1) or subsection (2) of this section shall on conviction by the High Court, be punished with rigorous imprisonment for a term not exceeding ten years. 

(4) An offence under this section shall be cognizable and non-bailable, and no person suspected or accused of such an offence shall be enlarged on bail, except by the High Court in exceptional circumstances. 

Also it come under Section 2(1)(h) of the Prevention of Terrorism Act (PTA) which says:

..by words either spoken or intended to be read or by signs or by visible representations or otherwise causes or intends to cause commission of acts of violence or religious, racial or communal disharmony or feelings of ill-will or hostility between different communities or racial or religious groups; 

The Penal Code of Sri Lanka contains sections 290-292 (offenses relating to the religions), which along with other similar provisions contain set of offenses relating to religion including uttering words with deliberate intention to injure religious feeling. The sections 291A and 291B are significant as they deal with hate acts. 

LLRC recommendations on promoting religious harmony and co-existence, call for establishing a mechanism in consultation with inter-faith groups that can serve as an early warning and diffusing system of potential religious tension.

These violations are committed by a person coming from USA. These foreigners are coming here on tourist visas and dabbling in local politics attempting to divide the community on religious basis. They are speaking at public meetings which are not permissible under visa conditions for tourists.

The name of the tourist who is violating the conditions of visa is Alex as mentioned in the poster. Please advise the Department of Immigration to deport this visa condition violator and ban his entry to Sri Lanka in future.

The funds towards conducting these meetings flow from abroad. Please investigate the financial transactions of the host agency, an Abrahamic evangelical group determined to destroy the tradition and culture of this holy land of Hindus.

Foreign money is coming into Sri Lanka. Foreigners are coming into Sri Lanka. The only purpose is to convert innocent Hindus to Christianity. They will be violating the laws of the land viz: Section 3 of the ICCPR Act of 2007; Section 2(1)(h) of the Prevention of Terrorism Act (PTA); The Penal Code of Sri Lanka and grossly violating LLRC recommendations on promoting religious harmony and co-existence.

We Hindus object to the conducting of this meeting. We request you to cancel these meetings to avoid the law and order situation towards disturbing the peace, tranquility and inter faith relationships.

வேலைவாய்ப்பு, பணி, பதவி எதையும் ஏற்கக் கூடாது. ஊதியம் பெறக்கூடாது. அதற்கான உரிமம் வேலை வாய்ப்பு நுழைவு உரிமம். Employment visa.

வணிக முதலீடுகளில் வணிகப் பரிமாற்றங்களில் ஈடுபடக் கூடாது. வணிக நோக்கிற்காக வருவோருக்கு வணிக நுழைவு உரிமம். Business visa.

கல்விக்காக வரும் மாணவர்களுக்கோ ஆராய்சியாளர்களுக்கோ கல்வி நுழைவு உரிமம். Education visa.

இவை தவிர வேறு நோக்கங்களுக்கு இலங்கைக்குள் வர நுழைவு உரிமம் இல்லை.

பொதுவாக எந்த நாட்டிலும் இந்த நடைமுறை உண்டு.

சுற்றுலா நுழைவு உரிமத்தைப் பெற்ற ஒருவர் இலங்கைக்குள் வந்து மதமாற்ற முயற்சிகளில் ஈடுபடுகிறார் என்றால் சட்டத்துக்கு அமைய அது குற்றவியல் குற்றம். Criminal offence.

இவ்வாறு கடந்த மூன்று ஆண்டுகளுக்கு முன்பு தமிழ்நாட்டில் இருந்து மோகன் இலாசரசர் என்பவர் வந்து,

கிளிநொச்சி யாழ்ப்பாணம் கல்முனை ஆகிய மூன்று இடங்களில் மதமாற்ற முயற்சிகளில் ஈடுபட்டார் என்பதற்காக, 

அவரைக் குடிவரவு குடியகல்வுத் திணைக்களத்தார் நாட்டை விட்டு வெளியேற்றினர். மீண்டும் இலங்கைக்கு வராது தடுத்துள்ளனர்.

சுற்றுலா நுழைவு உரிமத்தில் இலங்கைக்குள் மதம் பரப்பும் மதம் மாற்றும் முயற்சிகளில் மோகன் இலாசரசர் ஈடுபடுகிறார் என்ற செய்தியைக் காவல்துறையின் கவனத்திற்கு கொண்டு வந்தவர் சிவ சேனையின் தலைவர் மறவன்புலவு க சச்சிதானந்தன்.

அப்போது இருந்த ஆளுநர் சுரேன் இராகவன் அப்போதிருந்த காவல்துறைத் தலைவர் துமிந்த இருவருமாக அவரை உடனடியாக நாட்டை விட்டு வெளியேற்றினர். 

அதனால் யாழ்ப்பாணத்திலும் கல்முனையிலும் அவரால் மதம் பரப்பவோ மதமாற்றவோ முடியவில்லை.

இப்பொழுது அமெரிக்கக் குடிமகனான அலெக்ஸ் என்பவர் சுற்றுலா நுழைவு உரிமத்துடன் யாழ்ப்பாணம் வருகிறார். கொக்குவில் தொழில்நுட்பக் கல்லூரி வளாகத்தில் மதம் பரப்புகிறார். மதம் மாற்றும் நிகழ்ச்சிகளில் ஈடுபடுகிறார். 

சுவரொட்டிகள் வழியாகச் செய்தி தெரிந்ததும் வடமாகாண ஆளுநர், யாழ்ப்பாணம் மாவட்டச் செயலாளர், யாழ்ப்பாணம் காவல்துறைத் தலைவர் யாவரிடமும்  கடிதம் வழி செய்தி சொல்லி உள்ளோம்.

யாழ்ப்பாணம் காவல் நிலையத்திலும் முறையிட்டுள்ளோம்.

சட்டத்தை மீறி, தாம் வந்த நோக்கத்தை விட்டு வேறு நோக்கங்களுக்காகப் பணி புரியும் ஒருவரை, அரச வளாகமான கொக்குவில் தொழில்நுட்பக் கல்லூரி வளாகத்தில் பேசி, மதம் பரப்பி, மதமாற்றி, நோயாளிகளைக் குணமாக்குவதாகப் பொய் சொல்லி ஏமாற்ற அரசு இடம் கொடுக்காது. 

அரசு வளாகத்தில் சட்ட மீறலில் ஈடுபட்டு

அவர் பேச முடியாது. மதம் பரப்ப முடியாது. மதம் மாற்ற முடியாது. நோயாளிகளைக் குணப்படுத்துவதாக ஏமாற்ற முடியாது.

அவர் பங்கேற்கும் மதம் பரப்பும் மதம் மாற்றும் ஏமாற்றுப் பணி நிகழ்ச்சிக்கு உரிமத்தை மீளப் பெறுமாறு கொக்குவில் தொழில்நுட்பக் கல்லூரி முதல்வரிடம் சிவ சேனை கேட்டுள்ளது.

அங்குள்ள மாணவர்களே அந்த நிகழ்ச்சியைத் தடுக்குமாறு முதல்வரிடம் கோரிக்கை விடுத்துள்ளார்கள்.

காவல்துறையும் தொழில்நுட்பக் கல்லூரியினரும் சட்டத்தை மீறுவதற்கு ஆதரவாக நடந்தால்,

சட்டம் ஒழுங்கை மீறுவோரைத் தண்டிக்குமாறும் கொக்குவில் தொழில்நுட்பக் கல்லூரி முதல்வரைத் தண்டிக்குமாறும்,

சைவ மாணவர்களும் சைவ அடியார்களும் போராட்டத்தில் ஈடுபடுவர் என்பதைத் தெரிவித்துக் கொள்கிறோம்.
